3. Motion to waive the reading of the minutes of the December 3, 2009, meeting and approve as printed.

5. Motion to accept the W&L bills as presented.

6. Motion to accept the City bills as presented.

7. Unfinished Business:
A. Discussion: Purchasing Policy.

B. Negotiation Update: Eminent Domain Proceedings.

C. Motion to recommend to Common Council approval of agreement with YMCA of Northern Rock County for operation of youth program (revised version).

8. New Business:
A. Motion to approve Water & Light employees carrying over 2009 compensatory time into 2010.

B. Motion to recommend to Common Council approval of Resolution 2010-01, Approving Year-End Amendments to the 2009 Budget and New-Year Amendments to the 2010 Budget.

C. Motion to recommend to Common Council approval of Resolution 2010-02, Final Resolution Authorizing Public Improvement of Lift Station #6 and Levying Special Assessments against Benefitted Properties in Evansville, Wisconsin.

D. Motion to recommend to Common Council approval of Amendment to Development Agreement for Westfield Meadows.
